BOSTON, Mass. — Candidate for governor Mike Minogue today released new analysis highlighting a dramatic increase in Massachusetts state spending by Governor Maura Healey, saying there’s an urgent need for greater accountability and transparency on Beacon Hill.
The numbers reveal the Healey administration has spent approximately $298 billion during its first term, nearly twice the $160.3 billion spent during Governor Charlie Baker’s first term.
They also point to historic, record-breaking state spending, saying Massachusetts taxpayers deserve greater accountability.
“Under Maura Healey, the cost of living has skyrocketed. By the end of her term, she will have spent or committed $298 billion- nearly twice what Charlie Baker spent in his first term,” said Mike Minogue. “Massachusetts has already voted for an audit of the legislature, which never happened. As governor, I’ll do the audit and go further. I’ll conduct a top-to-bottom audit of the state budget and root out waste, fraud, and corruption, finding hundreds of millions to billions of dollars that can be put back in the hands of Massachusetts taxpayers. The choice is simple: more spending, more taxes, and more excuses, or lower costs, real accountability, and a government that puts Massachusetts families first.”

The analysis highlights:
- Approximately $298 billion in spending during the Healey administration’s first term, compared with approximately $160.3 billion during Governor Baker’s first term.
- More than $3 billion associated with the state’s emergency shelter system
- A proposed $2 billion Springfield courthouse project that is excessive and lacking sufficient accountability.
- Continued concerns about transparency and the administration’s handling of efforts to audit state spending.
The numbers also point to annual state budget growth, with the total budget increasing from approximately $56.1 billion in FY2024 to $63.4 billion in FY2027, alongside additional spending and borrowing.
