“Blueprint for a Better Massachusetts”: A Hopeful Plan to Make Massachusetts a Place of Innovation, Opportunity

Accountability. Affordability. Opportunity. Keeping Communities Safe. AAOK.

HAMILTON, Mass. — Candidate for governor Mike Minogue says Massachusetts can once again be the best place to live, work and raise a family.

“Massachusetts is working for some, but not all,” said Minogue. “I’m optimistic about what comes next, because I know what we’re capable of when the government works for the people. We need a new kind of governor with a blueprint for the future, focused on integrity, common sense, and compassion. This is our time to answer our call to come together to win and save our Commonwealth.”

Accountability

Minogue will audit the state legislature and the entire state budget with an outside auditor and bring transparency and balance to the one-party system on Beacon Hill. Voters have backed an audit, and Minogue will enforce their will.

  • Use third-party healthcare auditors to find waste, fraud, and abuse so that care and dollars reach the patient.
  • Establish a statewide competitive bidding process that reduces single-source contracts.
  • Use Chapter 62F of the Commonwealth’s laws to return surplus revenue to taxpayers.
  • Create a Massachusetts Spending Dashboard on the FY2027 budget for real-time transparency.

Affordability

Minogue will make Massachusetts a place where young people can start their lives and seniors can afford to stay.

  • Cut taxes and spending by eliminating waste and fraud through audits and prioritization.
  • Cut state-mandated energy utility fees on day one, and invest in safe, clean, reliable energy, including natural gas pipelines and nuclear options.
  • Implement his “Patients First” healthcare plan to support primary care physicians, expand outpatient care, and move mental health care out of emergency rooms and into communities.
  • Enact a gas tax holiday when prices exceed four dollars a gallon and work to eliminate the gas tax altogether.
  • Cancel the unfunded Net Zero mandate and stop enforcing the MBTA Communities Act, with legal support for towns that decline it.
  • Eliminate stretch codes and cut single-family permitting to 45 days or less.

Opportunity

Minogue, who built a company himself, will recruit and retain businesses and entrepreneurs, with a focus on manufacturing. In addition, he’ll expand opportunities in the following areas:

  • Retain and recruit entrepreneurs and businesses with a focus on manufacturing, high tech, life sciences, defense, energy, and space.
  • Launch the BEACON plan to hire 25,000 veterans by the end of his first term.
  • Opt into the Federal Scholarship Tax Credit, which Minogue says would create $1.7 billion in education funding and be available to 85 percent of parents with children in school.
  • Expand charter, tech, and vocational schools, and appoint a DESE board focused on education and results.
  • Cut red tape and reduce traffic with AI-driven digital maps and coordinated traffic command centers.

Keeping Communities Safe

Minogue will balance compassion with common sense and uphold the law.

  • Remove violent criminals and drug dealers.
  • Appoint a strong parole board and eliminate cashless bail.
  • Protect fair and safe sports and privacy for girls, and respect citizens’ constitutional rights and privacy.
